Zachary Pobrowski, 25, of 1 North St. was charged Thursday with possession of crack cocaine, possession of heroin and two counts of possession of drug paraphernalia.
Zachary Smart, 21, of Exeter, Maine, was charged Thursday in Norwich with risk of injury to a minor and two counts of violation of probation.
