Timothy Bowles, Democratic candidate for first selectman of Preston, has introduced a proposal that deserves strong consideration.
The Pew Charitable Trust, an internationally known, independent nonprofit, released an article in June 2009 titled, "The clean energy economy; repowering jobs, businesses and investments across America." This report reveals that between 1998 and 2007, clean energy economy jobs in Connecticut grew by 7 percent while total job growth declined by 2.7 percent. During this same period nationally, the numbers are 9.1 percent and 3.7 percent, respectively.
This report describes clean energy economy as being in its infancy with the expectation of significant growth to occur in the future. Forty-six states offer tax incentives to residents and corporations that use renewable energy or use energy-efficient systems.
The estimated cost to clean the Norwich Hospital property is $40 million. A pragmatic approach to adopting a plan for using this property should not be limited to how it will benefit Preston today, but ensure that the plan will sustain for the future with minimal impact on the land.
Preston residents can elect a candidate with a vision that will benefit Preston and southeastern Connecticut now, and in the future.
