East Lyme - An obstetrician-gynecologist and cosmetic surgeon is facing possible disciplinary action from the state Department of Public Health over charges that he improperly prescribed prescription medications, allowed an unlicensed employee to provide medical care and did not a maintain a sterile office and equipment.

Possible disciplinary actions could include having his license revoked by the Connecticut Medical Examining Board, according to state Department of Public Health documents.

Reached by phone Monday, Jeffrey Lane, who operates the CTCosMedic cosmetic surgery center at 183 Boston Post Road, noted that the hearings on the charges have not taken place. They are scheduled for March 20 and April 17 before the medical examining board, which is part of the health care systems branch of the state Department of Public Health.

"Through my attorney, we have issued a response to the charges, and have denied the charges, and await the hearings," he said Monday. He declined further comment.

In addition to his outpatient practice, Lane is a member of the medical staff of Lawrence & Memorial Hospital in New London.

"We are aware of the charges as they pertain to Dr. Lane's outpatient practice," said Mike O'Farrell, L&M spokesman. "They have no bearing on his hospital practice. He remains a member of our medical staff in good standing. The Department of Health has not informed us of any restrictions regarding his license."

According to the charges:

• In 2009, 2010 and 2011, Dr. Lane "prescribed and/or dispensed controlled substances to family members and/or employees" without maintaining adequate medical records.

• In 2011, he "failed to maintain adequate security and/or documentation of stock of controlled substances in his office."

• At least once before Sept. 2, 2011, he permitted unlicensed employees to administer Valium or other controlled substances to patients; prepare solutions for liposuction procedures; perform laser procedures; and do post-procedure assessments and wound management.

• At least once before Sept. 2, 2011, he "used instruments, equipment and/or devices that were inadequately sterile;" failed to supervise staff in proper sterilization procedures; and "failed to maintain a sufficiently sterile operative field during liposuction procedures."

• At least once before Sept. 2, 2011, he did not adequately monitor or document a patient's response to anesthesia.

In written response to the charges, Lane denies all but one of the charges; he admitted prescribing controlled substances to family members and/or employees but denied that he did so without keeping proper records.
