Groton Town

Dennis J. Nolan, 44, of 17L Lakeside Drive, Ledyard, was charged Thursday with second-degree reckless endangerment, second-degree unlawful restraint and disorderly conduct.

New London

Hillary J. Rogers, 21, of no certain address was charged Friday with violation of a protective order and second-degree breach of peace.

Shanna Sarpo, 26, of 46 Beckwith Road, Oakdale, was charged Friday with violation of a protective order, second-degree failure to appear in court, possession of narcotics and possession of drug paraphernalia.

David R. Frank, 48, of Middletown was charged Friday with second-degree failure to appear in court.

Norwich

Marc Qualich, 33, of 83 Broadview Ave., Uncasville, was charged Friday with making home improvements without certification, failure to register as home improvement contractor and fourth-degree larceny.

Manuel Santos, 39, of 169 Montauk Ave., New London, was charged Thursday with fourth-degree larceny, sixth-degree larceny and second-degree failure to appear in court.

State Police - Montville

Richard Lapierre, 51, of 36 Soule St., Jewett City, was charged Thursday in Montville with second-degree failure to appear in court.

Earl Royster, 40, of 29 Quincy Court, Groton, was charged Thursday in Groton with driving under suspension, driving unregistered motor vehicle and failure to maintain minimum insurance.

Waterford

Jennifer Jarvis, 27, of 12 Home St., New London, was charged Friday with driving with a suspended license and failure to have head lamps.
