Evidence of biased tax assessments in Groton

The Day's Feb. 5 front page article, "Region makes list of slowest to recover," illustrated that in the second quarter of 2011 this region recorded the fourth worst percentage decline in home prices of any region in the country, with a median-priced single-family home here dropping 8.9 percent in value in 2011. You can imagine my surprise when the Town of Groton Assessor's Office informed me that my property value has only dropped a miniscule one-half of one percent since the market peak in 2006!
For two months now I have been asking the town to reveal the methodology they used to create their suspect assessment.
At the Feb. 7 Town Council meeting, viewable on www.groton-ct.gov/library/gmtv/, Mayor Heather Bond Somers expressed her bias that a property in the City of Groton, where she lives, is worth far less than a similar property in Noank. Her opinion is refuted by real world data.
Facing such an overt bias, can a property owner outside of the mayor's section of town expect a fair tax assessment?
Maybe if on my mail I write "Groton" instead of "Noank" I can get the unbiased assessment that state law dictates?
