OLD SAYBROOK - The town’s Water Pollution Control Authority is continuing to design and bid out the septic upgrades that the town’s settlement with DEEP and the courts of the groundwater pollution abatement order mandated. Bids to install the 23 septic upgrades in the SA-2 (Saybrook Acres 2) bid package are due back to the WPCA on Friday, Feb. 24. This bid includes two high priority septic system upgrades. The WPCA is also in the process of finalizing the next bid package for septic upgrades on 24 properties in the SA-3 bundle. A new approach to bidding will commence for the first time with the bids for septic system upgrades in the SA-4 bundle or 22 properties. This will be the first bid issued as a design-build bid. The new approach is expected to reduce the town’s project engineering costs by having certified septic installers bidding on the installation work also complete the system’s design and layout.
