Let me state right off, I'm not for the government interfering in business. However, if investment(s) are made in properties strictly for the purpose of a tax write off, the laws need changing.

Ugliness and unpaid taxes (property) to the city/town are just two reasons not to let dilapidated, costly-to-repair buildings to remain standing. Yet Norwich officials continue to delay action and consider tax breaks and grants for such costly projects.

People who buy such properties should submit design plans and show conversions to all applicable codes to bring properties up to code. Cities/towns should not let taxes get so far behind. Irresponsibility on the part of city/town government is glaring.

Old factories/mills and other vacant structures should be converted to new uses or quickly torn down. Safety is paramount.

All quibbling and no action equals "passing the buck".
