Lisbon raid results in narcotics charges

Police seized heroin, marijuana and cash Tuesday after executing a search warrant at a Lisbon home that police said “was in disarray” and had “unsanitary living conditions.”

After the raid at 23 Bushnell Road, state police arrested Douglas Kramer, 55. Police said Kramer’s 16-year-old daughter was visiting from Florida and was at the residence at the time. Kramer was charged with possession of narcotics, possession of narcotics with the intent to sell, possession of more than four ounces of marijuana, possession of marijuana with the intent to sell and risk of injury to a minor.

Police said Kramer had been selling heroin out of the home. During the search, police recovered 13 grams of heroin packaged for sale, 317 grams – 11.1 ounces – of marijuana and $3,607. Police said clothes were thrown about the house, spoiled and rotten food was left out and drug paraphernalia sat out in the open. The state Department of Children and Families removed the juvenile girl from the home, police said.

Kramer is being held on $25,000 bond and is scheduled to appear Wednesday at Norwich Superior Court.
