Updated: Alleged heroin dealer to appear in court

Lisbon — A man who was the target of a Statewide Narcotics Taskforce investigation was arrested Tuesday for allegedly selling large quantities of heroin out of his home on Bushnell Road.

Police seized 13 grams of heroin packaged for sale, 317 grams (11.1 ounces) of marijuana and $3,607 in cash from the home of Douglas Kramer.

Kramer, 55, of 23 Bushnell Road, was charged Tuesday with possession of narcotics, possession of narcotics with intent to sell, possession of more than four ounces of marijuana, possession of marijuana with intent to sell and risk of injury to a minor.

His arrest, which was the result of a search warrant, led police to find Kramer’s home in “disarray and unsanitary living conditions,” police said in a press release.

There were clothes all over the house, rotten food left out and drug paraphernalia out in the open. Police said that Kramer also had his 16-year old daughter from Florida living with him.

The Department of Children and Families was called to remove his daughter from the home.

Kramer was held on a $25,000 bond is scheduled to appear in Norwich Superior Court today.
