‘Top 10’ fugitive arrested

Norwich — Police arrested one of the city’s “top 10 wanted fugitives” Thursday after the man, wanted for selling heroin, was found living in Rochester, N.Y.

Joshua S. Swindell, 30, was charged with sale of heroin. Police held an active arrest warrant for Swindell and named him one of their top 10 wanted fugitives in February after police could not locate him. Police later learned Swindell had moved to Rochester, N.Y., and with assistance from the authorities there, he was arrested.

Swindell waived extradition and is being held on $150,000 bond with a scheduled appearance Friday in Norwich Superior Court.
