Norwich — City police arrested a man Tuesday who they say was breaking into cars in the area of Beech Street.
Andrew Hershman, 23, of no certain address was charged with four counts of third-degree burglary, sixth-degree larceny, interfering with an officer, failure to respond to an infraction and three counts of first-degree failure to appear in court.
Police said they responded to Beech Street at 6:03 a.m. With the assistance of a state police K-9 team, Hershman was contained to the area.
An alert resident on Joseph Street saw Hershman lying in the bushes next to his home. Officers took Hershman into custody without further incident and later discovered that there were four outstanding warrants out for him.
Hershman was being held in lieu of a total of $40,500 in bonds pending his arraignment today in Norwich Superior Court.
The incident remains under investigation, police said.
