Why do bills get bogged down?

Under news in brief Sept. 20 was an article, "Jobs bill for vets bogs down in Senate." So how are jobs to be secured? The Senate seems to know how to fine-tune most any opportunity that may aid the country's dilemma. If there is a depression on the horizon we'll all know where the blame lies.
