Norwich – State police in Montville arrested a Bozrah man shortly after midnight Saturday morning after he allegedly fled the scene of an accident on Interstate 395 and later struck a guard rail.

Phillip T. Edwards, 21, of 23 Bozrah St., Bozrah was charged with evading responsibility, driving under the influence of drugs or alcohol and failure to drive right.

Police said they received a report of a motor vehicle accident on I-395 Exit 82 off ramp. Two witnesses told police the vehicle had left the scene and provided the license plate number. Police located the vehicle a short time later against the metal beam of the Route 2 overpass.

Edwards was released on a $500 non-surety bond and is scheduled to appear in Norwich Superior court on Dec. 18.
