Cop on beat cheaper than elevated bridge

It's great that the Coast Guard National Museum may be located next to the train station, but the multimillion-dollar cost for a pedestrian bridge sounds crazy. For less money, the city could post a police officer at a grade-level pedestrian crossing. That would make it safe for pedestrians, prevent jay walking, be better for disabled persons, and make visitors to the museum feel more secure. It's an alternative worth serious consideration.
