    Residents identify man shot by New London police

    Fellow tenants say he was depressed

    New London — Police shot a man outside an apartment house at 1110 Ocean Ave. Saturday night after he pointed a gun at them and then refused to drop it.

    While police declined to release the man's identity this morning because they have not been able to notify his family, residents of the apartment house identified him as Kevin Kenny. They said he is about 50 years old and said he has lived there for about six years.

    Police said the man was brought to Lawrence & Memorial Hospital, where he is in stable condition.

    According to department spokesman Deputy Chief Marshall Segar, police received a 911 call at 8:03 p.m. from a man who said a shooting had occurred at the house and that the shooter was still in the building.

    When police arrived they saw a man standing in front of the home. He told police he was the one they were looking for, pulled a gun from his clothing and pointed it at the officers. Officers took cover, told him to drop the gun and then drew their own guns. They then fired at the man because he would not drop the gun.

    No officers or any other people were injured despite the initial 911 calls reporting a shooting. State Police and the New London state's Attorney's Office will conduct an investigation.

    Segar said New London police will conduct an internal investigation and the officers involved will be placed on administrative leave until the investigation is completed.

    He said employee assistance councilors were made available to all the officers involved.

    Several of Kenny's fellow tenants said this morning that he appeared to be depressed of late.

    Debbie O'Connell lives in a second-floor apartment at 1110 Ocean Avenue. She said Kenny has lived in the building for about six years and suffers from a mental disorder, although she was uncertain of his exact condition.

    While O'Connell heard from other tenants that Kenny appeared to be in a "funk" recently, she spoke with him earlier on Saturday and said he seemed fine. He asked her if she needed a pack of cigarettes from the store and mentioned that he had just paid for repairs to the brakes on his car.

    O'Connell was at home when the shooting occurred, but said she didn't see much and initially thought the gun shots were fireworks. She said she planned to visit Kenny Sunday at the hospital. She doesn't believe he owned any guns or weapons.

    "I don't think he has a serrated knife that he cuts a sandwich with," O'Connell said. "That's how harmless he is."

    John Lowe stood on the front porch of 1110 Ocean Avenue Sunday morning. Lowe said he's had an apartment in the building for more than 30 years and was filling in for landlord Tom Atkins over the weekend. Lowe said Atkins was out of town with his son at a marathon race.

    Lowe, who was in Norwich when the shooting took place, said he heard another tenant saw Kenny moments before the shooting took place and nothing seemed out of the ordinary.

    Lowe then pointed out the spot where Kenny had been shot. It had been recently cleaned with bleach and water.

    A few moments later, Bill Parks, who lives in the same apartment as O'Connell, came outside to inspect the damage to his Toyota Camry's windshield.

    The Camry was parked directly in front of the building Saturday night and two bullets pierced the front windshield near the passenger seat. Parks said police retrieved his car keys early Sunday morning to remove the bullets from the car.

    Only a resident at 1110 Ocean Avenue for three weeks, Parks said he heard recently that Kenny asked others what they thought antifreeze would taste like.

    "The guy is supposedly known to be mentally ill," Parks said. "He suffers from depression. Everybody here knows that pretty much. I talked to the landlord (on the phone) this morning and he confirmed that."

    According to city records, a five-unit apartment and four-bedroom home at the address are owned by the estate of William F. Aitken Jr.
