Norwich — A city man was arrested Thursday after police executed a search warrant at his apartment and found “a moderate amount of heroin and cash,” according to police.

Louis Gutierrez, 40, of 46 Hamilton Ave., 2nd floor, was charged Thursday with possession of heroin, possession of heroin with intent to sell, possession of drug paraphernalia and interfering with police, the Norwich police department said in a statement.

Officers from the department’s detective division obtained a warrant to search Gutierrez’s apartment after “a lengthy investigation into neighborhood concerns regarding illicit narcotics activity in the area,” police said.

Gutierrez was held in lieu of a $100,000 bond, pending his arraignment in Norwich Superior Court.

President Obama has lashed out at Russia over their involvement in the Ukraine conflict. He has vowed to come to the defense of NATO allies. What do you think of his recent statement?
It is a powerful statement and shows Russia and the rest of the world that we will not allow unchecked aggression against our allies.
Seems like a lot talk without a lot of action. Sanctions haven't done much to keep Russia away from the region.
This kind of rhetoric will only serve to fan the flames of the conflict in Ukraine.
Enough talk, we need to commit troops to the region.
