    Mystic zoning board to hold hearing on proposed medical building

    Mystic — Just weeks after the Planning and Zoning Commission rejected a modified condominium plan for the former Mystic Color Lab property, the commission will hold a public hearing next week for a medical/office building on an adjacent piece of land.

    Opponents of the color lab project are expected to also oppose plans by Summit Street Development LLC for a proposed 3-story, 10,550-square-foot building at the corner of Masons Island Road and Harry Austin Drive, the road that leads to the Ocean Community YMCA.

    In 2013, neighbors opposed plans for a dental clinic on the 1-acre property, citing negative impacts of the project on traffic and the character of their neighborhood. The commission rejected the application, saying Summit Street first needed a variance from the Zoning Board of Appeals for the vacant, nonconforming commercial lot. Summit Street appealed, and in January, a New London Superior Court overturned the commission denial, which gave Summit Street the right to proceed with the dental clinic project.

    The situation is similar to the color lab, whose developer, Edgewood Mac LLC of Southport, can develop 55 condominiums on the site under terms of an approval obtained by the property's previous owner. But Edgewood Mac was seeking approval of modifications which it said would make the project more attractive, marketable and a better fit with the character of Mystic. The commission, though, rejected that application last month.

    Summit Street, whose principal is Pierce Hall of Pawcatuck, is now seeking a special-use permit for a building that is 1,260 square feet larger and would be used for medical and professional offices instead of a dental clinic. There also would be changes to the layout of the building and the site. A total of 47 parking spots also are planned.

    The $800,000 project would create an estimated 100 vehicle trips per day to and from the site compared to 90 with the dental clinic. The building would be open weekdays from 8 a.m. to 5 p.m.
