New London school board cancels meeting

New London - The Board of Education meeting scheduled for 6:30 p.m. Monday has been canceled after four board members indicated Friday they would not attend.

The absence of the four means the board would not have a quorum.

The board had planned to discuss a 4-3 vote taken at a March 10 meeting that directed the superintendent of schools to participate in a three-member committee to study the consolidation of school and municipal services.

The four board members - Bill Morse, Barbara Major, Jason Catala and Ronna Stuller - boycotted a scheduled special meeting Thursday on the topic. That meeting was postponed for lack of a quorum.

Board member Susan Connolly said Friday that the board's attorney said in a March 18 letter to board Chairman Alvin Kinsall that the vote taken at the March 10 meeting is null and void because the item was improperly added to that night's agenda, violating state Freedom of Information laws.

According to state statute, a public agency may add business to previously published agenda with a two-thirds affirmative vote.

On March 10, the vote adding the item to the agenda was approved 4-3, falling one vote short.

Connolly said both canceled meetings would have been opportunities to take a legal vote on the consolidation committee.
