Montville pipeline plan makes no sense

Only in America can you propose a $6.8 million, approximately 4-mile-long pipeline to provide water to Montville High School, while a Southeastern Connecticut Water Authority pipeline goes right past the school. The SCWA indicates that it can connect the high school to this water main for a one-time cost of about $53,000.
The Montville WPCA is trying to justify the $6.8 million pipeline bonds (costing about $9 million at maturity), on some future, possible, maybe development.
Holding a town referendum on this matter to me makes no sense at all.
