The most important thing civilization can do in a republic or democracy, is vote. We now have the technology to prevent voter fraud. Voting should be mandatory and government funded. The voting experience time could be lengthened to a week or even a month.

One of the benefits would be minority race crimes will diminish drastically as more minorities are elected.
