    Urban to address North Ireland budgeting conference

    State Rep. Diana Urban, D-North Stonington, has been invited to attend a conference in Belfast, Northern Ireland, next week where she will address members of the country’s national assembly and others attending “Outcomes and Impact: A Global Outcome Based Accountability Budgeting Summit.”

    Urban who is seeking her ninth term in November, was asked to discuss her work to implement results based budging in state government. The method requires programs to show data that they are successful in order to be funded. As chairman of the legislature’s Children’s Committee, Urban has collected data on programs that affect children and begun analyzing their success. These include programs on preventing teen pregnancy and chronic absenteeism.

    Urban said the government of Northern Ireland is very interested in using results based budgeting and is looking for input from experts from around the world.

    “It's very satisfying that people are recognizing what we’re doing here in Connecticut,” she said.
