Norwich grand list has 1 percent increase
Norwich — Bolstered by new solar gardens in the Norwich business park and at the Rogers Road landfill, the city’s grand list of taxable property rose by $19.3 million, or 1.06 percent in the past year, with increases shown in all three major categories, as well as a sharp decrease in tax-exempt property, Assessor Donna Ralston said Friday.
The total net grand list of assessed values, calculated after removing exempt properties, was $1.833 billion as of Oct. 1, 2016. Real estate values rose by $6.4 million, or 0.42 percent, to nearly $1.5 billion, and motor vehicle values rose by $1.1 million, or 0.6 percent, to $191.7 million.
The biggest increase was in the value for personal property, which includes commercial and industrial equipment and the new solar arrays installed in early 2016 on Stott Avenue and Rogers Road. Personal property values rose by $11.8 million, or 9 percent, Ralston said, attributed mainly to the new solar projects.
The list of tax-exempt properties also dropped significantly by $3.2 million, or 0.59 percent. Ralston said she plans to do an analysis of the exemptions to learn where the changes occurred.
City Comptroller Josh Pothier calculated that the increase in the grand list, the drop in tax-exempt properties and a revised tax collection rate combined would generate an additional $1.3 million in property tax revenue citywide using the current citywide tax rate of 41.22 mills.

Note: Freeport-McMoran Copper Products at 41 Wawecus St. has a total value of $13.7 million, but $7.7 million in manufacturing equipment is exempt from taxation, leaving a taxable total of $6 million, Ralston said.
