Justin B. Preston, 27, of 1465 North Road, was charged Wednesday with driving under the influence of alcohol or drugs and speeding.

Piere Avril, 27, of 19 Butternut Ave., was charged Wednesday interfering with an emergency call, unlawful restraint, second-degree breach of peace and violation of a restraining order.

Rosario Guzman, 47, of 99 Cedar Street, Norwich, was charged Wednesday at Foxwoods Resort Casino with fourth-degree larceny.
