Police arrest man in regional heroin sales investigation
Police have arrested a man following an investigation into what they described as a nexus of heroin sales across Hartford and southeastern Connecticut, seizing $60,000 worth of illegal drugs.
Jeffrey Jean-Philippe, 23, of 377 Woodland St., Hartford, was arrested Wednesday in Windsor. During the arrest, investigators seized 670 bags of heroin that had been packaged in individual baggies, 12 grams of crack cocaine, $2,000 cash, alprazolam pills and a Mercedes Benz.
Police later executed a warrant at a residence in Windsor where they say heroin was being processed, packaged and stashed. Approximately 70 grams of what police suspect is uncut heroin was taken, as well as crack cocaine, scales and other materials used to process the drug were seized.
Jean-Philippe was charged with operating a drug factory, possession of crack cocaine with intent to sell, possession of heroin with intent to sell, possession of a controlled substance.
The investigation was a collaboration between the Regional Community Enhancement Task Force as well as the Drug Enforcement Administration, Windsor Police Department and Hartford Police Department.
Jean-Philippe posted a $250,000 bond and was given a court date of May 10 in Enfield Superior Court.
