    Steven Pemberton, 61, of 25 Silver St. was charged Tuesday with second-degree breach of peace and second-degree threatening.

    Andrew Ballard, 31, of 33 Huntington Place was charged Tuesday with driving with a suspended license, failure to carry insurance and driving without a license.

    Torsky Chanel Davis, 32, of 36 McKinley Ave. was charged Wednesday with second-degree failure to appear in court.

    Xavier S. Young, 32, of Westerly was charged Tuesday with driving with a suspended license, driving an unregistered motor vehicle, driving without minimum insurance, improper use of markers and failure to have signal lights or stop lamps.

    Marc D. Toto, 36, of St. James, N.Y., was charged Tuesday with driving under the influence of alcohol or drugs.

    Stephen Lash, 77, of 129 Flanders Road was charged Tuesday with evading responsibility and failure to drive right.

    Jacob M. Kilhenny, 32, of 70 Farmington Ave., Apt. 11, New London, was charged Tuesday with violation of probation.

    Victoria E. Barber, 19, of 207 Whitehall Ave., Apt. 3, Mystic, was charged Tuesday with third-degree assault and breach of peace.

    Zdzislaw Paszkiewicz, 68, of 31 Tiffany Ave. was charged Tuesday with first-degree assault.

    Richard LeClair, 56, of 31 Tiffany Ave. was charged Tuesday with third-degree assault.

    Nashema Battle, 24, of 47 Federal St., New London, was charged Tuesday with fourth-degree larceny and illegal use of a credit card.

    David Scheetz, 28, of 1110 Ocean Ave., New London, was charged Tuesday with second-degree failure to appear.

    Tavon Lamont Burch, 20, of 45A Coit St., Norwich, was charged Tuesday with conspiracy to commit first-degree robbery, first-degree robbery, violation of probation and second-degree failure to appear in court.
