New London — A local man who has alleged that a former city police officer planted drugs during a 2010 arrest was arrested by city police on Sunday for reckless driving and failure to obey the signal of an officer.

Lance Goode, 44, of 98 Williams St., Apt. 2, was charged after detectives attempted to stop a car wanted in connection to an ongoing investigation, according to an email Monday from Deputy Chief Peter Reichard.

Goode fled when officers tried to stop him and began passing vehicles in a reckless manner on Ocean Avenue. Detectives were finally able to stop the car with the help of uniformed officers.

Goode was charged and the car was towed and impounded as part of the ongoing investigation. Reichard said no further details are available at this time.

Goode, who has five narcotics convictions, claims he was falsely arrested in 2010 after Officer Roger Newton allegedly planted drugs at the scene of his arrest. Newton has since resigned.

Goode, who has sued both Newton and the police department, said he has been harassed by police for years.

The U.S. Attorney’s office has decided not to pursue criminal charges against Newton, but the state and New London branches of the NAACP are pushing federal officials to take a second look at the case as well as consider other civil complaints, including racial profiling, that came forward against the police department as a result of Goode’s case.
