Arrest made in August 2012 Norwich police shooting

Norwich — Police have brought charges against the man who they say nearly ran over his mother and an officer in the parking lot of The William W. Backus Hospital in 2012 before being shot by police.

Gino J. Nicasia, 20, of 101 Cliff St., first floor, was charged with assaulting a police officer and interfering with an officer, according to the Connecticut State Police Eastern District Major Crime Squad.

The Major Crime Squad was assigned by the New London County State’s Attorney Office to investigate an officer-involved shooting in Norwich on Aug. 28, 2012.

That day, Norwich Police Sgt. Patrick Mickens shot Nicasia outside Backus Hospital after Nicasia, who had been brought to the hospital by his mother because he was hearing voices, nearly ran over his mother and Mickens, police said. Nicasia was treated for a gunshot wound to the right leg and committed for psychiatric care. The state’s attorney ruled last week that Mickens was justified in using deadly force in the incident.

Tuesday morning, Nicasia turned himself in on an arrest warrant without incident at Troop E in Montville, according to police. He was held in lieu of a $100,000 bond, which was set by the court, and taken to Superior Court in Norwich to be arraigned.
