A Groton marriage and family counselor was charged today with defrauding the state's Medicaid program of more than $3,500 by submitting claims for counseling services that were not provided.

Catherine A. Reardon, 49, of Crescent St., Groton, was arrested by inspectors from the Medicaid Fraud Control Unit in the Office of the Chief State's Attorney and charged with first-degree larceny by defrauding a public community, a class B felony punishable by up to 20 years in prison, and third-degree identity theft and insurance fraud.

According to the state, Reardon submitted 72 claims for counseling services that were not provided to seven current or former clients between 2011 and 2012. Some of the clients had stopped using her services, according to the state. In other cases, she allegedly billed Medicaid for family therapy sessions, which are reimbursed at a higher rate, when she had provided only individual therapy.

Reardon was arraigned in Hartford Superior Court, where her bond was set at $25,000. She is due back in court on Monday.
