Contractor cited for excavating New London road, sidewalk
New London - Police cited a Groton contractor this week for a variety of city code violations after he allegedly performed work without permits – work that included digging a hole through the pavement on Crystal Avenue.
James M. Turner, 60, of 11 Norfolk Court was allegedly repairing a leaky sewer line when he excavated a hole in the roadway and cut into the sidewalk outside 241 Crystal Ave. The work was spotted by city employees and reported to police. He was ordered by the city’s building department to halt all work.
Turner was charged by police on Monday with violations of city ordinances that include excavation work without a permit, failure to meet insurance requirements, failure to meet safety requirements and performing work without a bond.
