New London — The city’s Office of Community and Economic Development has announced the second phase of its Small Business Emergency Relief Grant program to offer financial assistance to small businesses and nonprofit organizations impacted by COVID-19.

The city has designated $57,000 of CARES Act funding for this second phase of the program to provide short-term assistance for utility bills. The city handed out $169,000 in the first round.

Grants from $500 to $1,500 are available to qualifying businesses and organizations, based on demonstrated need and priority points. While not all applicants will be awarded the maximum amount, the city "will make a fair and equitable determination for all qualified applicants based on demonstrated need provided."

“This CARES Act funding provides critical aid needed for New London’s small businesses that are struggling to pay utility bills that are due even when businesses are closed due to COVID-19 restrictions,” New London Mayor Michael Passero said in a statement.

“I want to thank our Congressional delegation for making this support possible for our businesses," he said.

“Small business is our backbone in the City of New London, and we have to address the problems people are facing today as a result of the pandemic,” said Felix Reyes, New London Director of Economic Development and Planning. “Our small business owners need assistance paying their bills now, and we’re pleased the City’s SERG program is here to help.”

Any small business or nonprofit affected by COVID-19 may qualify but priority will be given to applicants with the greatest needs based on revenue loss, layoffs and the number of low- to moderate-income employees affected by the pandemic.

Applications will be accepted until Jan. 26. City Hall is currently under construction and closed to the public, so to apply online and upload documents, please use the SERG 2.0 Online Application. To download a PDF of the application, please go to the City of New London Website and email completed application and documents to jcox@newlondonct.org or call (860) 447-5243 to schedule a drop-off or pick up.

The SERG 2.0 Online Application is available in both English and Spanish. The online application in English can be found at bit.ly/nlcvappeng. The online application in Spanish can be found at bit.ly/nlcvappesp.
