Norwich ― Because of rain and winds, the Norwich Winter Festival Committee postponed Saturday’s planned street festival and lights parade to Friday, Dec. 9 in downtown Norwich, Mayor Peter Nystrom said.

The street festival will run from 4 to 6 p.m. Friday and the lights parade will begin at 6 p.m., starting on Main Street in front of Otis Library and Chelsea Groton Bank.
