Norwich BOE holds 3-hour closed door session on superintendent investigation

Norwich ― The Board of Education met for nearly three hours behind closed doors Monday night to discuss the year-long investigation into the conduct of Superintendent Kristen Stringfellow and Assistant Superintendent Tamara Gloster.

The board adjourned without comment following the meeting. Board Chairman Mark Kulos only said that he had no estimate for when the investigation would conclude. Stringfellow and Gloster have been on paid administrative leave since September 2023 and are accused of allegedly fostering a toxic work environment based in fear and intimidation.

Kulos said the board plans to hold another executive session following its regular meeting Oct. 8 and could set a schedule to complete the investigation following that meeting.

Some board members have expressed frustration that the investigation is taking too long, forcing the board to pay Stringfellow’s and Gloster’s salaries, along with salaries of Acting Superintendent Susan Lessard and an hourly rate for Acting Assistant Superintendent Jamie Bender.

Hartford attorney Kyle McClain, hired by the school board last September, did not attend Monday’s executive session. Instead, the board met with regular board attorney Peter J. Maher and Morgan P. Rueckert of the Shipman & Goodwin law firm.
