Frederick Luthardt, 26, of 83 Mansfield Road, New London, Apt. 214, was charged Saturday with driving under the influence of alcohol or drugs.

Rolando Montanez, 23, of 90 E. Norwich Ave., Norwich, was charged Saturday with second-degree assault.

Jason Potter, 44, of Torrington, was charged Friday with use of drug paraphernalia, interfering with a police officer and violation of probation.
