    Norwich car salesman arrested on multiple warrants

    Norwich — A Norwich car salesman was arrested Thursday on four outstanding warrants and charged with stealing car payments and failing to appear in court, according to a Norwich Police Department news release.

    Frank J. Hewitt, 48, of 27 Scott St., Norwich, was charged with two counts of first-degree failure to appear in court, second-degree failure to appear in court and second-degree larceny, the release said. He was held on $51,000 in bonds, pending arraignment in Norwich Superior Court.

    In June, a local car dealership filed a complaint with the Norwich Police Department about Hewitt, the release said. Hewitt had worked at the dealership and sold a car to the alleged victim, who financed the car through a bank, the release said. Police did not identify the dealership.

    The victim then returned to the dealership several days later, wanting to pay off the car balance, the release said. Hewitt offered to facilitate the payoff, and the victim provided a total of $10,431 in cash on two occasions to pay off the bank loan, the release said.

    Police said Hewitt provided fake dealership receipts but didn't give the money to his employer, the release said. The victim learned his loan wasn't paid off after he got monthly bills from the bank with late fees, the release said.

    The dealership, which was unaware of what was happening until the victim notified it, reimbursed the victim and filed a complaint with Norwich police.
