Lisbon man charged with sexual assault in domestic violence incident

Norwich – Police charged a Lisbon man Sunday night with sexual assault and other charges stemming from an alleged domestic violence incident.

Thomas Ibbison, 32, of 13 Kimball Road, Lisbon, was charged at 8 p.m. Sunday with sexual assault in a spousal relationship, second-degree strangulation, third-degree assault, second-degree threatening and disorderly conduct. He was held on a $175,000 bond and is scheduled to be arraigned Tuesday in Norwich Superior Court.

Police Chief Patrick Daley said police could not release details of the incident, but said the victim was treated and released from The William W. Backus Hospital.
