    Norwich police charge man with stabbing another man 11 times

    Norwich — Police have charged a city man with stabbing a man and a teenager at the Mohegan Commons Apartments Monday night, leaving the man in critical condition.

    Police said Dustin A. Houtman went to the 90 North St. complex around 11:13 p.m. and stabbed a man there 11 times. He also left a 13-year-old juvenile with minor lacerations, police said.

    Another minor was present during the incident but wasn't injured, police said.

    Police said both victims were taken to Hartford Hospital. The teenager was treated and released.

    Police arrested Houtman on scene.

    Houtman, 36, of 90 North St. was charged with two counts of first-degree assault, two counts of first-degree reckless endangerment, two counts of risk of injury to a minor and disorderly conduct.
