    Griswold man charged with manslaughter in deadly 2018 crash

    Griswold — State police on Friday charged a Griswold man with second-degree manslaughter and driving under the influence in connection with a Nov. 2018 two-vehicle crash that killed his passenger.

    Scott M. Robb, 36, of 148 Mathewson St., Apt. 210, also was charged with failure to drive in the proper lane, according to an arrest warrant affidavit.

    Kenneth Fitzgerald, 48, of Griswold died in the accident while riding as Robb’s passenger.

    The driver of the other vehicle, Gengsheng Yu, 55, of Rhode Island, survived with minor injuries.

    Robb was driving west on Voluntown Road, Route 138, in Griswold in his 2010 Hyundai Accent at 6:58 p.m. on Nov. 26, 2018, in the dark and rain, according to the affidavit. He then veered into the eastbound lane before colliding head-on with Yu’s 2013 Toyota Prius in front of the CubeSmart Self Storage facility.

    The accident caused Robb’s Hyundai to roll over, police wrote in the affidavit, and land on its roof, partially ejecting Fitzgerald — who was not wearing his seat belt — from the passenger-side window. The impact killed Fitzgerald immediately, police wrote. Robb also had not been wearing his seat belt, police said.

    After the accident, both Robb and Yu were transported to the William W. Backus Hospital with minor injuries, where both had their blood tested.

    A paramedic told police that on the way to the hospital Robb was “belligerent and aggressive during treatment and transport” and he appeared to be “unsteady” and was slurring his speech, though the paramedic said he did not smell alcohol on Robb. The paramedic said Robb had admitted to him that he had been drinking and had “a couple beers and a couple shots.”

    After a judge granted a search and seizure warrant the next day, state police obtained the blood samples from the hospital for testing.

    According to the affidavit, Yu had a zero percent blood alcohol concentration, while Robb had a 0.37 percent BAC. The legal limit in the state of Connecticut is 0.08 percent. Both drivers tested negative for “illicit substances,” the affidavit said.

    Robb was held on a $150,000 bond and appeared Friday in Norwich Superior Court.
