    So what does the Second Amendment say?

    With op-eds, letters to the editor and TV news so full of rhetoric on the subject, ranging from either extreme of "no one should own any guns at all" to "... I should be able to buy an M1 tank if I wanted to," I took another look at the Second Amendment. What immediately caught my eye was that at the beginning of the sentence that contained "...shall not be infringed" was the modifying phrase "...well regulated."

    Have the arguments missed the point? With it clear that the drafters intended that there be some oversight, is the issue whether gun ownership is currently "well regulated," or is it over or under regulated, and to what degree?
