State police - Montville

Everett James Mitcher, 20, of Hamden, was charged Monday in Groton with reckless use of a highway by a pedestrian, interfering with a police officer and breach of peace.

Edna Santiago, 35, of Willimantic, was charged Monday in Montville with second-degree failure to appear in court.

Waterford

Warren Davis, 45, of West Harrison, N.Y., was charged Monday with driving under the influence of alcohol or drugs and failure to drive in the proper lane.
