    State agency to visit proposed solar project site in Norwich business park

    Norwich — The Connecticut Siting Council will hold a public site walk Tuesday at the Stott Farm on Stott Avenue and Plain Hill Road, where a 4.93-megawatt solar project is proposed on 15 acres of farm fields.

    SolarCity and development partner Brightfields Development LLC submitted a petition with the Connecticut Siting Council seeking approval of the project without a public hearing.

    Siting Council members will meet at 1;30 p.m. Tuesday at 9 Stott Ave. — the home of Stott's At Bat and Restaurant.

    The field inspection is open to the public.

    The project calls for installing 15,912 solar panels on the 27-acre farm at 9 Stott Ave. and 292 Plain Hill Road, owned by Kelvin and Frances Stott.

    The project would displace Stott's At Bat, owned by the couple's daughter, Jean Stott.

    The former Mountain View Dairy Farm house and buildings would remain intact and occupied by the Stott family, said Jean Stott, family spokesman.

    The development — which does not need local planning and zoning permits but might need inland wetlands permits — would be part of a network of several proposed solar projects proposed through the Connecticut Municipal Electric Energy Cooperative and the development partners.

    The projects would bring a combined total of 15 megawatts of solar generated electricity for CMEEC member utilities, including Norwich Public Utilities.

    The Stott Avenue project would translate into 3.79 megawatts of AC electric power that would be fed directly into Norwich Public Utilities' nearby electric system.

    CMEEC has a 20-year purchase power agreement for the electricity, CMEEC CEO Drew Rankin said, with no rate changes for NPU or other CMEEC-member customers.
