Manhunt in North Madison ends with fugitive captured; no injuries

After a nearly 12-hour search for a possibly armed and dangerous suspect in North Madison, police confirmed the suspect — 51-year-old Francis Sumner — had been captured in North Madison about 6:30 p.m. Friday evening.

Sumner was apprehended after he emerged from the woods on Route 79 in the area of County Road. A short foot chase took place before the suspect was captured by police and then transported to the North Madison Volunteer Fire Company House by a SWAT team.

Sumner is wanted in connection with a series of robberies, one of them armed, across four states.

Madison Police Captain Joseph Race said neither the suspect nor any law enforcement had been injured in the manhunt.

“We are taking him down to Madison Police department for booking,” he said. “Our detectives are going to talk to him to see if there is anything else. Maybe he was here for a couple of days, so honestly we are going to look at some of our crimes to see if there are any other connections to here or any other place in the state.”

The manhunt began Friday morning after officers received a call around 7 a.m. for a suspicious motor vehicle in the vicinity of Route 80 and Walnut Hill Road in North Madison, not far from the Madison traffic circle. An officer approached the suspect, who gave the officer a name. The officer then went to verify the name in his police vehicle, at which point the suspect took off into the woods.

From there, teams of more than 50 police officers, both local and state, the FBI, Homeland Security and two K-9 teams searched the North Madison woods. Residents were told to remain in their homes and lock their doors. Both Brown Middle School and Ryerson Elementary School were placed on a modified lockdown.

“We got a fresh batch of K-9s in this afternoon around 3:30, redeployed them into the woods and it appears that something spooked this individual and he did emerge out of the woods on Route 79,” said Race.

The suspect originally was identified as wanted and possibly dangerous by Madison Police on Friday morning. Race said Sumner did not appear to be armed when he was apprehended and does not appear to have any connection with Madison, but officers still are investigating.

“He really has no connection to our town,” he said. “Maybe he was trying to take the back roads through the area.”

After a long search, Race said he was grateful for the combined law enforcement and community effort.

“There were a lot of hours put in today so it was a fantastic effort by everyone,” he said.
