    Stonington approves another $88,000 to fix Bayview Avenue drainage problem

    Stonington — The Board of Finance agreed Wednesday night to appropriate another $88,200 to complete a project to fix a long-standing drainage problem on Bayview Avenue, boosting the town’s cost to more than $300,000.

    “We’ve got to get this done. How long has this been going on?” asked longtime finance board member Glen Frishman, as other members referred to the project as “the gift that keeps on giving.”

    Town Engineer Scot Deledda warned the board back in January that more funding would be needed because the contractor had encountered an unexpected amount of ledge that had to be removed.

    Work ceased as the town studied alternatives, their costs and potential impacts to get rid of the rock. Deledda said the best option now is to hire a blasting firm to do the work. That firm also will retain a consultant to ensure homes are not damaged.

    Asked if the contractor could install the pipe around the rock or use pumps to get water past it, Deledda said the pipe needs to have a constant pitch and no corners or bends where sediment could get clogged. He said he expects the work to be substantially complete by the end of the year.

    The project is designed to provide relief from flooding for some homeowners on Meadow and Bayview avenues, where residents have been pressing town officials to fix the problem since the spring flood of 2010.

    In the fall of 2010, the town spent $9,200 to unclog the drainage line from Meadow Avenue and the outlet system of roots and debris. The town declared that project a success but warned the pipe from Bayview Avenue to the outlet system eventually would have to be replaced. The flooding has continued.
