    Norwich police to meet with Cliff Street neighborhood on soup kitchen issues

    Norwich — Norwich police will hold a neighborhood liaison meeting Feb. 10 with residents in the Cliff Street area near the St. Vincent de Paul Place soup kitchen. 

    The meeting will be held at 6:30 p.m. at Otis Library with members of the Norwich police community policing unit and representatives from the soup kitchen.

    Police Sgt. Peter Camp is encouraging residents, business owners and property owners of the Cliff Street, Oak Street and Hobart Avenue areas to attend.

    The meeting will focus on creating a working partnership among residents, St. Vincent de Paul Place and officers serving the neighborhood, he said.

    On Dec. 22, the Commission on the City Plan approved a settlement of the federal lawsuit filed by St. Vincent against the city’s denial of planning and zoning permits to operate the soup kitchen in the former St. Joseph School at 120 Cliff St.

    Neighbors had strongly objected to the operation at the former school, testifying at public hearings about trespassing, foul language, insults, littering and defecation on their properties.

    The meeting is the first in a series of quarterly meetings with the Cliff Street neighborhood as stipulated in the court settlement, Camp said.
