    Snow storm cancels meeting, raises concerns about Reid & Hughes

    Norwich — The latest meeting between city officials and a prospective developer interested in renovating the long-vacant Reid & Hughes building on Main Street was canceled Friday because of Thursday's blizzard.

    That storm, which dropped more than a foot of heavy snow on the city, also will bring more city attention to the decaying building at 193-201 Main St. this weekend. The right portion of the Reid & Hughes roof has collapsed over time, and city officials remain concerned that snow and ice could cause further damage. More snow and rain are expected this weekend.

    Director of Inspections James Troeger said Friday he plans to check on the building later Friday and over the weekend. On Feb. 2, city Public Works Department crews boarded upper story windows after broken glass had fallen to the sidewalk.

    Officials from the Women's Institute for Housing and Economic Development, local historical preservation advocates and the state Historic Preservation Office hope to reverse the City Council's October vote to bond up to $800,000 to demolish the 19th-century retail store.

    The state Historic Preservation Council voted unanimously Dec. 7 to deny the city's request to tear down the building and has asked the state Attorney General's Office for a possible injunction to stop the demolition.

    The city, however, continues to pursue both the demolition path and negotiations with the Women's Institute. Demolition bids are due by 2 p.m. Feb. 28. A pre-bid conference is scheduled for 10 a.m. Monday at the building.

    The Women's Institute has proposed a $300,000 plan to stabilize the structure immediately to allow time for the group to seek financing for its plan for a $6 million renovation of the building into 20 apartments and retail space.
