Convicted arsonist from Norwich adds year to probation for stalking gas station attendant

Victor D. Walka Jr., who received a fully suspended prison sentence with three years of probation last year after confessing he burned down a Norwich building owned by his father in 1990, was sentenced to an additional year of probation Wednesday for stalking and harassing a convenience store clerk.

Walka, 53, of 36 Sherwood Lane pleaded guilty in New London Superior Court to breach of peace and admitted he had violated the terms of his probation.

According to an arrest warrant affidavit, a female clerk at the Xtra Mart on Norwich Avenue told police in November 2014 that Walka would show up at the store to buy cigarettes five times during her shifts, ask her out for dates, stare at her blankly and make comments about her.

She said she felt like he was always watching her and she was afraid.

Walka had been sentenced in October 2014 for the 1990 arson. According to Norwich police, he walked into the police department in the summer of 2013 and admitted he had set a fire that leveled a home at 563 W. Thames St. in 1990.

He said he set the fire to help his father, a local businessman who owned the home and was in financial trouble.

The fire occurred on May 31, 1990, and members of the East Great Plain and Mohegan fire departments were called to the 1½ story building on the same property as Victor Walka Sr.'s business, Auto Showcase Inc.

Walka said the incident had bothered him for years and that he wanted to reimburse the insurance company for money paid out to his father.

The insurance company did not seek restitution, but Walka paid a $10,000 fine and made a $20,000 contribution to a victims' compensation fund.
