    Police arrest New London man on crack cocaine charges

    New London — Police arrested a man on drug charges Wednesday afternoon after executing warrants at his basement apartment at 190 Connecticut Ave.

    Joseph Proctor, 32, was charged with three counts of sale of crack cocaine, three counts of possession of crack cocaine and three counts of possession of crack cocaine with intent to distribute within 1,500 feet of a school.

    He was processed at the state police Troop E barracks in Montville.

    Members of the Statewide Narcotics Task Force-East and the New London Police Department’s Vice and Narcotics Unit executed arrest and search-and-seizure warrants at the Connecticut Avenue address at about 2 p.m., seizing 31 individually packaged crack cocaine rocks weighing about nine grams and $437 in cash.
