    4 arrested on heroin sale, attempted possession charges

    New London — A narcotics operation Friday yielded four arrests, including one on a charge of possession of heroin with intent to sell and three on charges of criminal attempt to possess narcotics.

    The operation was carried out at 1:26 p.m. by New London Police Department narcotics officers and members of the Connecticut State Police Statewide Narcotics Task Force — East.

    Police said Luis Quiles, 24, of 182 Montauk Ave., No. 1, New London, was found with 59.3 grams of heroin, including 129 packages of the drug for individual sale and some uncut. He was charged with possession of heroin with intent to sell and possession of drug paraphernalia.

    Kacey Byington, 22, of 18 Greenview Road, Groton; Paul Concordia, 21, of 10 Beacon Hill Drive, Waterford; and Troy Linsley, 43, of 600 Meridian St., No. 417, Groton, were all charged with criminal attempt to possess narcotics.

    In addition, Byington was charged with possession of drug paraphernalia and interfering with police.
