    New London

    Omara Francis, 31, of 22 Alger St. was charged Wednesday with breach of peace and criminal attempt to commit second-degree assault.

    Dana Kirkwood, 52, of 55 Colver St. was charged Tuesday with two counts of possession of narcotics, interfering with an officer and two counts of possession of narcotics with intent to sell.

    Norwich

    Mandy Oatley, 24, of 61 Preston Allen Road, Lisbon, was charged Oct. 5 with possession of heroin, possession of drug paraphernalia and criminal impersonation.

    Wilfred J. Chabotte, IV, 20, of 23 Terrace Ave. was charged Saturday with second-degree breach of peace, second-degree threatening and first-degree reckless endangerment.

    Evelis Soto, 20, of 287 W. Main St., Apt. 3, was charged Sunday with third-degree assault and breach of peace.

    Justin Bardwell, 29, of 22 Myrock Ave., Waterford, was charged Tuesday with violation of a restraining order.

    Henry Wickham, 56, of 24 Eighth St. was charged Tuesday with possession of marijuana, failure to use a turn signal, driving without a license and driving under the influence of alcohol and drugs.

    State police — Montville

    Rodrigo Garcia-Straffon, 29, of 145 Main St., Apt. No. 3, Willimantic, was charged in Lisbon Tuesday with driving an unregistered motor vehicle, improper use of a vehicle marker plate, illegal possession of a motor vehicle marker plate, failure to carry insurance and driving without a license.

    Waterford

    Joseph Dart Jr., 25, of 45 Mullen Hill Road was charged Tuesday with possession of a controlled substance.

    Jose Capo, 25, of 82 Maple Ave., new London, was charged Tuesday with driving with a suspended license and failure to grant right of way.

    Gina Garcia, 34, of 16 ½ Terrace Ave., Taftville, was charged Tuesday with fifth-degree larceny and first-degree criminal trespass.

    Luis Munoz, 41, of 16 ½ Terrace Ave., Taftville, was charged Tuesday with first-degree criminal trespass and sixth-degree larceny.
