HARTFORD, Conn. (AP) — A judge has ruled that a 73-year-old Hartford man accused of setting fire to his room at a nursing home is not competent to stand trial.

The Hartford Courant reports that a judge on Thursday found that Rodrick Peters wasn't competent and that it's unlikely he could be restored to competency.

Psychiatrist Dr. Suzanne Ducate had testified that she believed Peters has a substantial mental illness.

The judge ordered the commissioner of the state Department of Mental Health and Addiction Services to seek civil commitment of Peters.

Peters is charged with first-degree arson in connection with the June blaze at Touchpoints in Bloomfield. Authorities say Peters used two rolls of toilet paper to set fire to a wood cabinet in his room at the nursing home.
