    Before pay increases, shrink the legislature

    David Collins wants to "give state legislators more pay" - "Pay Connecticut lawmakers more, but cut the pensions," (April 3) - but isn't that putting the cart before the horse? Shouldn't we first reduce the size of the legislature?

    Connecticut is the third smallest of the 50 states in area and about 24, I believe, in population, yet we have the second largest legislature, larger than their counterparts; even in New York, California, Texas and Illinois. Why?
